To be more specific - the Calling / Called Number IEs are totally
identical on the incoming call from the PTT and the outbound call to the
PBX.  I had to patch to get the NPI set to 1.  Also fixed an issue where
in my opinion the logic for inclusion or ommission of "address complete"  
IE was backwards in chan_zap.c.
