On our PRI's, we get a shift to Codeset 6, followed by the ANI II code.
Looking at the page, I think 1800callatt or whatever would show up as a 24
or 25.  I don't have the resources to test that, though.

Does anyone know how to identify (and possibly block) an incoming
collect call through libpri?

Q931.c seems to have something to deal with "reverse charging
indication", but either my telco is not signalling me this or I'm
looking at the wrong place ;-(
