Well in the latter case, if the 8KHz boss wants to spy a 16KHz call, 
asterisk will have to ask the IAX phones to sample at 8KHz. Then the 
employees will know they're being spying at.

A simple solution would be to force the boss to use a 16KHz phone
for monitoring 16KHz calls.
