[Asterisk-Dev] patch for zaptel/zonedata.c to include a "jp" zone

[timecop at pbx.mine.nu]

i cut & pasted last 3 indicators from the u.s. zone changing dialtone
frequency as necessary
the other ones are according to an official NTT document provided by |BK|
on #asterisk.

patch zaptel, recompile, change loadzone/defaultzone=jp, run ztcfg, run
asterisk.
