If you haven't already seen it take a look at one of the SIPp scenario files under the sipp directory. It registers multiple contacts, and some of those to other ports without scenarios (or endpoint) listening. For example, it registers bob at 5062.
So, given that I _think_ if you can just add a "qualify_frequency" value for bob and/or charlie in the pjsip config, and it should mark those as unavailable.
Then in the your SIPp scenario file you should be able to similarly check (using a regex) that the unavailable ones were kept or removed.
