I'm marking this issue as abandoned per my original comments. While this is a workaround I don't think it's a safe change to be included. More investigation needs to be done inside of the core to answer the questions I mentioned. As for what an aggregate message is - device state updates can come from different systems as well as the local system. An aggregate device state is just that - the combined device state from everything.
