Patch Set 2: Code-Review-1

This change needs to take into account the "disable_multi_domain" option. If that option is on then no check should be done and the previous behavior should occur. You can get the set value using the "ast_sip_get_disable_multi_domain" function.

This will also need to be cherry picked to 14 and master.
