This change is incomplete for optimistic encryption with DTLS-SRTP. According to the current draft for opportunistic SRTP[1] an offer should use RTP/AVP even when DTLS-SRTP is used, right now it is using UDP/TLS/RTP/SAVPF. This change only handles the case of receiving it.
