Every vendor pays a per min rate at some point so if they are offering an unlimited plan they are hedging there bets on a customer and every one doing unlimited excludes out call centers and other risky (high volume) types of bussiness. A customer that is not willing to pay for there min. usage likely knows that they will hit a vendor hard and they want a free ride. <br />
