I also know that if you purchase circuits in China you have this same type pricing model... A local cheaper circuit (aka behind the Chinese firewall) is much faster domestically (in China) but an international one (a private circuit to Hong Kong where you pick up internet access/ therefore bypassing the great fw) is MUCH MUCH more expensive (around $5K/mo per meg)...<br>
