here is the "call model" for standard Interconnect (inter-carrier)
billing. <br>
Nearly all Interconnect calls are based on a CASCADE billing model,
the charges (invoice direction) flows in the opposite direction to the
call direction. ie the terminating carrier charges the IXC who
charges the ILEC/CLEC who inturn charges the subscriber. Toll free is
exactly the opposite.<br>

CLECs definitely receive access charges. The IXC pays the CLEC (or
ILEC) when a call is delivered from the subscriber to the IXC.

On the other end, when the call is delivered from that IXC to the
(C)LEC for termination, that's called Egress, and it's usually
negotiated out of most contracts since it's such a small amount.

I contract to a CLEC. Their regulatory folks state that egress is no
longer viable.
