customer is). There are several telco's who's regulatory environment is coming
onstream. Examples are South Africa and the Arab Emirates (these are the ones I
know of) .. within the next two or three months. </DIV>

could find someone out there willing to give you credit on $70,000<BR>USD
worth of termination monthly postpaid they are either stupid or
crazy.<BR>Anyone considering offering service for that kind of volume would
either<BR>require a) a bank credit note OR b) Escrow secured funds.
There is a large<BR>portion of the USA that people like myself can offer rates
that can meet<BR>0.007 ( AKA ON-NET ) and covers approx 57% of USA on my
network anyways.<BR>There is absolutely NO way that you can achieve a flat
rate that low without<BR>some kind of 80/20 blended rate ( in theory it is
possible then ). Also a<BR>request like this "URGENT" is also a red
flag, because any carrier willing<BR>to take that traffic will likely request
CDR usage patterns to analyze the<BR>traffic pattern in advance to get an
estimate that customers current<BR>%RBOC/%NRBOC pattern.<BR><BR>Sounds too
risky to me :)<BR><BR>Prepay and maybe you could find me jumping at this one,
