Termination? You're just looking to connect your outbound toll free calls?
You can use sip:$number at sip.tollfreegateway.com - via Ken Rice. I think he
terminates via TDM.

There's many others.. some listed here:

In high volumes, some give you a kickback, too. But it's pretty little.
