Could you recommend an open-source or low cost mobile dialer ( can be software or hardware ( film chip ) to do the following : 

1. Dial callback number 


2. Accept the reverse call 

3. Dial the international number 
client wants and connect it to my system which will do the rest 

and
 

Make the process transparent to the user ? 

Thank you for your responses. I have some ideas in my mind, but ideas from someone who has been on this path are extremely appreciated.
