That is a different issue, and I was referring more to how ACH is
actively encouraged by banks through "penalty" fees for using a wire
transfer.  If you look at Europe for example the fee structure
encourages wires as opposed to something else.  The fee is often less
than the cost of a stamp to mail a check/cheque to someone, and there
are no receiving fees unlike many banks in the US.  Xoom.com is the
cheapest I know of, started by former top paypal people, and its $5 to
wire money to many countries (direct bank-bank the receiver doesnt have
to sign up).  With that said I think xoom is a little shady from time to
time, some of that may be their subcontractors.  $5 is still substantial
on a small payment though.
