carnivore was a DOJ project, it is now deprecate and replaced with
project magic lantern. The CIA and NSA are not part of the DOJ and would
not be using that technology. 

Further carnivore did not do speech recognition, its primary application
was just monitoring data links for emails and web pages visited.
