  Try Vitelity.  Good rates, good service, fairly comprehensive API (though
  a bit of a hack, email me privately if you want a PHP interface class to
  their API).   The API is HTTP-based, so you could use any language.

  They have both immediately available and backorderable DIDs in US and
  Canada for very reasonable rates.
