T.38 (really T.30, the base FAX protocol) is a bidirectional protocol;
it can't be saved and replayed in the way you are describing, or played
to multiple parties.
Asterisk does not currently have the ability to originate or terminate
T.38 calls, so it cannot save the FAX data or create a FAX from saved data.
