Thomas, from reading your requirements, it doesn't appear that you even need an asterisk hosted for yourself.  There are lots of services that offer toll free custom ivr and forwarding capabilities that would be within the price range you are talking.  Check out http://tollfreeexpress.com/.  This may fit what you need.
