Below is all the information I was able to get about the actual card.  I 
did learn some other very interesting things though.

As for the tormenta2 card (or tormenta3)... it's still an old design
limited by the PCI slave/target chipset. The only thing that changed
is that the new framer is being used that supports both E1 and T1 on
every port. Before they used a framer that could do either E1 or T1...
so they (Digium and later Varion) had to make two sets of cards. /
