tmobile is going to be doing something in germany this year, it may
already be light.  There is rumbling in the govt in the US regarding
getting  the FCC to do more work to try to make this happen there as
well.  Ireland alledgly is also going to have something like that
(alledgly its supposed to already be up but no one advertises it yet -
go figure).
