[asterisk-biz] Multi-level Wholesale Solution

A customer acts as a wholesaler of ISP connectivity to over 100 Virtual
ISPs. Basically they buy in bulk from several major telco customers and
sell the same services to smaller VISP players.

They have developed their own portal software for provisioning and
billing VISP customers. The VISP can log into the system and order,
cancel, change details of an ISP connection. The VISP can choose between
an invoice system generated by the ISP and sent out via email to their
customers or to do their own invoices, etc.

The wholesaler is looking for a system that will likewise allow the VISP
to offer VISP customers VoIP provisioning, plan creation, DID
allocation, online CDRs and invoice generation.

The system should be multi-level i.e. allow the wholesaler to add new
resellers and then for the reseller to make their necessary adds and
changes of their customers. The system should allow the wholesaler to
adjust wholesale termination rates based on the customer's specific
requirements and their turnover.

We are aware of Broadsoft and the cost of that solution. We are also
looking for something similar but at a lesser cost and not closed
source. Is anyone using something that they would recommend? 

Has anyone had experience with 4S (see http://www.4snewcom.de/?pid=703)?
