That means that no one in the US is currently meeting the intent of the
FCC's regulations. Some people are claiming that their VoIP service
isn't mobile, so they don't have to provide E911 to all PSAPs, only the
ones that they offer service in (these companies have also had to stop
offering new services in areas not presently covered by their E911
service). Others are claiming other exemptions based on supposed
"loopholes" in the order.
Every VoIP company in the US was required to file a report with the FCC
explaining how they are in compliance. You can download those from the
FCC's site. They make for an exciting few nights of reading </sarcasm>.
If your company didn't file anything, and you are posting to lists like
this one, you are putting yourself at the top of the
$11,000-per-day-fine list.
