Ahh yes I remember that now, I only remembered something I read off
google news back when.  I have alerts set up on a variety of topics and
get a TON of articles per day on topcis and dont read most of them
becuase they dont apply to me, but now I am slightly curious :)

It appears from what you said that its kinda like india.  You can do
international traffic but cant do local, or something (I didnt really
pay attention to india either beucase I am not there).  I think that is
somewhat sad, but some places have government subsidised or government
run telephone companies and competition is frowned upon.  Others have it
for information control and the ability to speak, often taken for
granted in some societies, is not guaranteed in others.
