Yes, you need own server (dedicated, hosted at colocation, in office
with leased line etc...)
You need bandwidth (if custoemr will use g711, you may need up to
160kbps per call (inbound-outbound, two lines)
You need routes, if you going to sell them (or do not need nothing, if
customer will take own).

Lot of commercial solutions available right now. Your total investment
will be from $2000 to $3000 fo server and software.

Also, if you want, you can look www.easypabx.com which let you build own
hosted PABX for free.
