If you buy your PRI's retail from a local CLEC or ILEC (and get your
DID's from the same company) then you can use them for your E911.

We update the local PSAP database using a app from Omali
  http://www.om2tech.com/display.asp

It works really well. We've been doing E911 for almost three years now
without a hitch.

I wish things were that easy with Level3...
