2. I want to know that is 911 only needed for residential services or who claim to be 
a residential service ?

Does it not apply to people who are offering business service like an ip centrex ?

a USA service address. Business, residential, even cell phone. ANY KIND.

Sorry but it is confusing, but the 11,000$ a day is a hefty amount to pay in case of a 
problem.
