Mobile network termination in the UK isn't cheap, 7p is about what the
networks charge (it does vary slightly between networks) see
www.ofcom.org.uk who will publish (and regulate) the rates.

There are people running GSM gateways, which utilise retails SIMs who
can offer cheaper rates, however in the UK GSM gateways are illegal if
they carry 3rd party traffic (i.e. if an organisation uses one, then
they can put their own traffic through it).

There are tricks using foreign networks or finding an operator that
terminates with BT as BT offer blended UK termination rates which are
cheaper (however BT now check for tromboning and other quirks and if
they find it's being done will just charge normal mobile rates for those
calls).
