It seems there is simply no solution to incoming failover. Your incoming DID
is as reliable as 1/(<reliability of carriers PRI>+<reliability of carriers
internet link>+<reliability of carriers equipment>. There is one more
variable here than as in direct PSTN connection.
Over the past year and a half I have probably gone through close to 10
origination providers and all of them have had problems at some point or
another. If your incoming calls are critical, put them on a PSTN, as simple
as that.
