That's correct. Both of those *buildings* have one of largest presence of
voice carriers. Now, each building has a large selection of *facilities*
where you can be present. TelX seems to be the place to be in 60H, but
they are not without downsides. If you are throwing your lot with XO
anyway, you might as well colo in XO's own facility in 60 Hudson (13th
floor) - they are far cheaper than TelX. We are both in XO facility and in
TelX and have our own fiber between those.
If you are going into *serious business* and not just asterisk-biz
lemonade-stand one, you don't ask "what telco would you use" - you *are*
the telco. You would use LCR and buy from whoever gives you cheapest rates
on the broken-out termination.

There's nobody who has decent pricing on origination unless you have huge
volume. As far as termination, XO does have one of lowest price/volume
ratios.
