I don't think that is true, while I agree with 1. that Asterisk may not
be a good choice for mission critical services out of the box, point
number 2. is quickly becoming obsolete. Carriers like Level 3 use SIP
across their own backbone now to carry the calls. Getting a cross
connect, or Ethernet handoff to/from a carrier and using SIP is just
fine and in fact a fair more scalable and easier to work with than
PRI's, etc.

If you need mission critical you:

1. Don't use Asterisk.
2. Don't use Voip.

Thats the bottom line.  Neither are what I would call mission critical
capable.
