access charges are paid on local calls in some states.  I put a slash in
between the two.  Recip is based on cost access charges are not.  Some
states mandate access charges on local calls.  

Glad that I could educate you on telephony basics.  Anything else you
want to insist that is incorrect becuase you dont know?  I love it when
people insist they know everything by stating clearly that if they dont
know something then it doesnt exist.
