   *Any person, or entity, that provides domestic 
   interstate or foreign communications services to the 
   general public, for a fee, is considered to be a 
   common carrier; no matter how the services are provided.
   
   *Resellers are common carriers and must comply with 
   common carrier sections of the Communications Act of
   1934 and FCC rules for Common Carriers. 
   
   *Services may be provided over one's own network 
   (facilities-based) or via resale (using an underlying 
   carrier - one with a network).
   
   *Domestic - There are no Section 214 requirements for
   a reseller to establish domestic interstate services. 
   However, there are Section 214 requirements to 
   DISCONTINUE interstate services. See: Part 63.71
     
   *International - Any common carrier (including 
   resellers) intending to provide international 
   services must first get 214 authority from the FCC to
   do so. This is done by developing and filing a 214 
   application to the FCC's International Bureau.
