Matthew,

This is working as designed, but I agree it's probably not what you 
expect. The prices are in U.S. cents per minute, and I only allow to 
0.01 of a cent.

Would people prefer dollars (and euros, pounds, etc) or cents (cents, 
pence, etc) per minute?
