How do you think DSL works ? Or maybe a POTS line isn't on
the map in your world of traditional telephony systems ?
Before this post, I never heard of such a call meter, either.
But all it took was one google hit for "call meter 12khz" to
get this:

So, to answer the question, Asterisk can probably be setup
to do this on an FXO/FXS interface, if you were to modify
the sample rate ZT_CHUNKSIZE in zaptel.h -- currently,
everything is locked to an 8khz rate by that variable.
