I'm not necessarily sure there is a "correct" rate.  A capitalistic economy 
dictates that the price to charge on anything is up to what the market can 
bear keeping in mind competitive factors.  With that said, I can give you my 
rates as an indicator.  The rates you charge may differ depending on your 
level of experience and how much time it takes you to do something.  For 
example, what takes me 1 hour at my rate might take you 4 at yours.

> * Explaining what Asterisk can do and how it can enable the project
> * Implementing a proof of concept on my server

Generally these items are part of the sales portion of the project.  I 
generally don't charge for these types of things.

> * Collaborating on the project scope and design
> * Advising on the purchase of hardware
> * Installing and configuring Asterisk
> * Designing the dial plan

These are part of my standard labor rate at $125/hr.  A small to medium 
system takes about a day to build.  A large enterprise system might take a 
week or more of time.

> * Writing several custom applications (actually copying and modding 
> existing apps)

$100/hr seems to be a good figure for contrated programming services.  If 
there is a lot of coding to be done, then maybe this rate can be less 
especially if the development is going to be an ongoing process.

> * Training IT resources

$40-$80/hr is the general rate I see and charge for this depending on who is 
providing the facility, where the training is to take place (locally or 
cross country) etc.
