If you are a fellow Filipino, your best hurdle will be in dealing with
the telcos for PSTN integration. AFAIK, the NTC has not yet issued
any guidelines as to how to compel Philippine Telcos to open their
networks to third party VOIP providers. The draft only mentions that
you need to get a contract with a Telco before you can integrate their
lines with VOIP.
What most temination providers do is to use cellular technology to
switch VOIP to Philippine PSTN. This is the main reason why VOIP
calls to the Philippines is expensive.
