And unfortunately in some parts of the country that "product" is getting 
hard to purchase (CAMA trunks). The company that makes the software 
system used by most of the PSAPs announced some time ago that they are 
now support IP connectivity between PSAPs and between the tandem and the 
PSAP (so that a PSAP can be installed in places where no CAMA trunks are 
available)... it's only a matter of time before the PSAPs will offer IP 
connectivity into their systems, in which case the ILEC will no longer 
have to be involved.
