You might want to look at http://clickatel.com/. They have a long list of
SMS agreements worldwide. We use them for SMS messaging for our systems in
many countries. It is a fee per use basis service. A single API for all of
the carriers.

For a project that I am working on, I need to know if certain countries
can receive SMS messages over a fixed phoneline. I know that this is
provider-dependant and that this list might change in the near future,
for for the application that I'm working on I just need a list of
providers in (European) countries who provide SMS services over fixed
(analog) telephone lines.

I appreciate it if someone can tell me where I can find a list with this
information.
