I would say the simplest way is to get your numbers from a provider who
handles 911 and 411.

As a small VoIP startup, some of my users are requesting both 411 and
911 services, but not handling any type on conection ourselves, what
would be the easiest way to setup these types of services.
As a side note, I'd just like to say that * is a wonderful system, and
the only things we will be doing next will be to add a few SIP proxys to
help handle user loads (and maybe a another * machine too for some basic
load balancing).
Other then that everything seems to work as it should 'out of the
box'. Keep up the wonderful work.
