Branch for a small patch to lock the peer->mwipvt since we since 1.6.0 have two threads working on this pvt,
both the MWI event and the monitor retransmit. Previously we only had monitor handling both, so no locks where
really needed, but since we changed with the event notification infrastructure, we really need to cover our
backs and lock the pvt. 

We found a lot of issues with memory corruption related to append_history code that was caused either by
retrans_pkt or send_request running append_history_va at the same time on the same pvt.
