Log:
1. Rename 'maxmessage' to 'maxsecs' to differentiate from 'maxmsg'.
2. Rename 'minmessage' to 'minsecs' for parity.
3. Make 'maxsecs' a per-user option, in addition to global.
(Issue # 8624)
