Ehm, many people have 'real' numbers assigned to them by their respective
national telecoms agency's or whatnot, and wish to disclose those numbers
using DUNDi. If one wants to use 'faked' numbers, the only thing that we
should be aware of is:
- Never collide with ITU numbering plans
- Never collide with each other
Easiest way to do this is to take one or a few real numbers, and add
suffixes to them.

If this is the only way to establish numbers, it doesn't really solve

Because in this case, you are still at the mercy of some monopoly to
administer to you an ITU plan number. (yes, you can then create as
many suffixes as you want with your scheme, for no additional cost, but
the same would be true if you had 6.5.2.1.e164.arpa assigned to you..<br>
