My comments on IRC and in some of the development conferences has been, if 
the GPA prohibits the commercial utilization of the Dundi network for 
transit purposes, commercial providers simply need to create their own 
private peering arrangements that do not touch the Public Dundi network. I 
could be wrong, but the use of Dundi software is not predicated by the 
signing of the document.

Besides, there are no control mechasnisms in place regarding the quality 
of termination services that might be provided in the public Dundi 
network. For example, it is quite possible that you might be terminating a 
call to a client that has a highly loaded DSL line resulting in poor 
quality audio.
