[Asterisk-video] Asterisk Video Playback - MP4 ad 3GP files

I've noticed that many of the the links on the patch page -
https://issues.asterisk.org/view.php?id=9414- are 404, and I'm not sure
how to compile and install the app.
Do I need to recompile asterisk or do I just need to compile the app ?
after compiling where do I put the compiled file ?
I also couldn't find any "configuration tips for the new dialplan
function" and compiling notes, could you please pass me the link to this ?
I'll pay special attention to the codecs when I setup the client and
server,
