[Asterisk-video] hot to know a mobile device supports video call when trying to do outbound 3g video call

Hi,

If you tag the video correctly (signaling marks), the non capable phone 
shoudn't ring and not be able get the call (the call is rejected or 
transfered to an operator service).
Generally the mobile operators manage the phones capabilities or user's 
options (video capability can be disabled, or unavailable if the network 
in not 3G).

For landline, sometime the video call can reach the user, but in most of 
the countries you can identify this type of phone by the number prefix.

If you still have problems, they can be generated by the operators who 
don't manage the signaling informations.
