[Asterisk-video] streaming amr from file

Hi,

Is it possible to send audio from Asterisk to a 3G phone from files already
encoded in amr without having to encode/decode them locally?
Would this be enough to get around having to license the amr codec?

I understand this will only allow for audio in one direction.
