Add in sip conf under the section for the GXV 3000 peer:
allow=h263
allow=h263p
allow=h264; (you should preferably use this one instead of h263)
videosupport=yes


Note videosupport parameter must be enabled both in general as in peer
section.

Also, consider moving from 1.2 Asterisk to 1.4. It fixes a lot of tiny
annoying things.
