[Asterisk-video] H263+ PLEN

Folks,

For H263+ RTP packetization using RFC 4629 (RFC 2429) , there is a field in
the payload header PLEN.

currently I am writing RFC 4629 depack code. I collected a bunch of traces
from different endpoints and RTSP servers, all of them
have a PLEN value of zero. Is the PLEN value used at all ?

Alternately, if PLEN is indeed used. If I take the extra picture header and
attach it to the beginning of payload, is this the correct thing to do.
