In fact no.. at least rigth now.. take a look at http://en.wikipedia.org/wiki/H.263 
Until we the video options can be specified in asterisk there is no much use for it, and 
effectivelly h263-1998 and h263-2000 are the same (in fact we should add hte h263-2000 to the
rtp lista and map it to H263_PLUS).
